Referring to your Despatch Confidential of 30th.

March, I have the honour to inform you that mails forwarded and arriving via the Siberian route are believed to be still tampered with by the Russian and Japanese Governments. I enclose in this connection copies of minutes by the General Staff Officer, South China Command, and the Postmaster-General, dated the 25th. and

26th. June respectively.

I have therefore, given instructions that all Despatches containing confidential matter which is likely to be of interest to foreign Governments shall in future be forwarded via Suez by the English Mail.

You may in view of what has occurred desire to issue similar instructions with regard to the despatch of mails

from the Colonial Office to Hongkong.
